Officers

William R. (Bill) Bland, President of General Account Service,Inc. , plays an active role in the day-to-day operation of the company. In 1962 he joined the American Collectors Association, in 1970 became a member of ACA International Board of Directors and served in that capacity for 10 years. Mr. Bland has held several national chairmanships and served on many of it's committees including serving as a member of the Ethics and Professional Responsibility Committee.

Besides being recognized for his work as committee chairman, he has received the International Fellowship of Certified Collectors award, and in 2005 received the James K Erickson Continuous Service Award.

Mr. Bland is also active in the Missouri Collectors Association. In addition to chairing and serving on various committees for the association, he has been on its Board of Directors since 1965 and served as President on two separate occasions.

Mr. Bland entered the collection business over forty years ago. During that time he witnessed, and has been part of, many positive changes in the Collection Industry. He enjoys giving talks to members of the Credit Granting Community and High Schools and Career Day. “The Collector”, the industry publication, has published several of his articles.

Over the years Mr. Bland has attended many American Collectors Association seminars to further his education in the industry.

Mr. Bland is past President of the Greater Kansas City Chapter of the United States Association of Blind Athletes, past President of the Advisory Board for the Program for the Blind, and past President of the North Kansas City Rotary Club.


Cindy Clevenger, General Manager and Corporate Secretary of General Account Service, Inc. has been with the company since 1989. Ms. Clevenger began her career as a collector, advancing to a unit leader and in 2000 became General Manager. Ms. Clevenger has a clear understanding of all facets of the collection industry. Ms. Clevenger was previously the Secretary for the Missouri Collectors Association and attends all Association functions.

With a natural ability to work with people and a strong desire to succeed in her chosen profession, Ms. Clevenger is responsible for overseeing all departments within the company. Her duties include Privacy Officer, Accounts Payable and Receivable, Payroll, Human Resource and Compliance Training and Auditing.
